Usually means a new item that is old. Never used... and probably discontinued, as in the case of the E2.

I've heard it used mostly in the automotive world, like if you were looking for a grill for your '66 Mustang... the holy grail would be to find a NOS grill, stashed away in an old Ford dealer's parts department in Kansas.

 

Nice offerings, the E2 would be ideal for someone starting out, but past the nose-plant stage. It has a good wind range, but I wouldn't think of flying an E2 in winds much over 15mph. It can be flown in pretty low winds, though.
