Lite wind team kite

What would be a decent 150.00 range lite wind kite. 2-7 mph 

looking at 4d but there has to be more.

A reputable, retiring kite flier has been auctioning off a bunch of Lam Hoac designs one per week, including many SUL and SSUL kites, and will continue for the next several weeks until they're gone.

They're a little more than your price, but the kites are top-tier at $400+ new, more than enough for what you describe. They've been selling around $250-$300.  The 4D is beginner's toy in comparison to a master craftsman design. If you can afford a little more money, these kites are pro grade and could perform anything you're able to do and more.
