Flying at Fort Stevens, OR

Through an odd series of events, I will find myself at Fort Stevens, OR, over the New Year's holiday.

I was wondering if it was possible to fly on the parade ground of the fort, or at the beach.  Of course, winter weather may be an issue, but I won't worry about that.
